Description of goods/services
Rowe cell is an instrument for laboratory consolidation of soil samples. The sample is compressed under hydraulic pressure with applied backpressure (Figure 1). Pore pressure and change in height of the sample can be measured. The stress conditions of the test simulate the in-situ conditions experienced by the soil. From the laboratory test many geotechnical properties are derived: hydraulic conductivity, preconsolidation pressure, stiffness parameters, etc. The total stress is applied by a syringe pump and a convoluted rubber diaphragm.

Requirements specifications of goods/services
The purchase must include the following products/commitments:
- linear displacement transducer (minimum full range 25 mm)
- 2 syringe pumps (standalone and via-computer operation)
- 2 pressure transducers
- compatible to cylindrical samples of 50 mm diameter
Detailed technical requirements are summarized in enclosure 2 Table technical requirements.
The instrument should operate both in standalone mode and in computer control. The software should be adequate to program advanced stage testing for stress and displacement control.
Tests available by software control:
Constant Head Permeability, Constant rate of strain Consolidation, Constant rate of Loading Consolidation, K-Zero consolidation, Load Control (Static), Displacement control (monotonic), Static Load-Stepped Loading, Cyclic Load and Displacement Control, Multistage combination of tests.
Price
Price shall be submitted in SEK excluding VAT and include all related costs requested in this request for tender.
Agreement terms
The supplier must accept all agreement terms.
Tender submission
The tender must be received no later than 2022-11-01.
The tender shall be valid until 2022-12-15.
Latest date of invoice: 2022-11-21.
Evaluation of tenders
The most economically advantageous tender (i.e. an assessment of price, quality, service etc.) will be chosen.

Confidentiality and the freedom of information principle
After the procurement has been terminated the principle of public access to official records applies. This means that all documents related to the procurement process become public and may be disclosed to anyone who requests access to them. Exceptions may only be made if there is any specific reason to believe that the Tenderer may suffer damage if the information is disclosed.
