Description of goods/services

The division of Chemical Engineering, Department of Chemistry and Chemical Engineering, Chalmers University of Technology would like to purchase an in situ FTIR spectrophotometer with a fiber probe, and hereby invites quotes for suitable instruments that meet our needs.

Requirements specifications of goods/services

The instrument must fulfill the following requirements:

*the instrument must be able to allow sensitive real-time measurements in the optical range from 2500 to 700 cm-1 (with the minimal resolution   of 4 cm-1), the widest possible range is preferred.

*the instrument must be able to monitor processes under: corrosive (acidic and high alkaline) and low temperature conditions

*the fiber probe should be able to operate in the pH region from 1 to 14

*the fiber probe should be able to operate in the temperature region from -5°C up to 150°C

Price

Price shall be submitted in SEK excluding VAT and include all related costs requested in this request for tender.

The total cost, excluding VAT, must not exceed 587000 SEK (a limit for the direct award according to Chalmers policy). The total cost must include the cost of the instrument, delivery, installation, delivery tests and training, as well as any software needed to operate the instrument. No additional cost, excluding the cost for the purchase of a personal computer, must arise.

Agreement terms

The supplier must accept all agreement terms.

The seller must provide warranty for the instrument of at least 12 months. The warranty period commences once all delivery tests are successful. The delivery tests should be carried out after the installation of the instrument and confirm that the instrument is operating according to the specifications provided in the quote.

Tender submission

The tender must be received no later than 2019-06-30

The tender shall be valid until 2019-08-30

Evaluation of tenders

The offer with the best combination of quality and cost will be accepted. The following criteria, in the below listed order, will be used to select the winning offer:

1) the extent to which the proposed instrument fulfills the above listed requirements

2) the overall performance and quality of the proposed instrument

3) the total cost

4) the length of the offered warranty period

Confidentiality and the freedom of information principle

After the procurement has been terminated the principle of public access to official records applies. This means that all documents related to the procurement process become public and may be disclosed to anyone who requests access to them. Exceptions may only be made if there is any specific reason to believe that the Tenderer may suffer damage if the information is disclosed.

If you have information that you feel is of such nature, your tender shall include precise details of which information should remain confidential, and how you would suffer damage in case of the public disclosure of this information. Chalmers will evaluate your request and determine whether confidentiality in accordance with Swedish law may be deemed to apply.
