Description of goods/services

A battery cycler.

Requirements specifications of goods/services

General requirements:

Must have at least 4 channels

Must be able to measure current, voltage and temperature on each channel

Must have protection against over-temperature, over/under-voltage and over-current of the connected cells

Must have mounting and cables that allow for channels to operate on cells inside a climate chamber

Must allow for cycling of 18650 and 21700 cylindrical cells

Should include electrical impedance spectroscopy (EIS) on each channel; in case please specify price per channel with and without EIS

Acquisition frequency

Must have a measurement acquisition frequency of at least 10 Hz

Should have a measurement acquisition frequency of at least 15 Hz   

Operating range requirements

Must be able to provide a charge and discharge current range between 10mA and 20A

Should be able to provide a maximum charge and discharge current of at least 25 A

Must be able to provide a total bidirectional power flow of at least  100 W at least (20 A @ 5V)

Should be able to provide a total bidirectional power flow of at least 125 W (25 A @ 5V)

Must be able to provide a voltage range between at least  0 and 5.5V

Must have a temperature measurement range between at least -20°C and 50°C

Must have cables and connectors that ensure operating range between at least -25°C and 60°C.

Measurement precision and accuracy

Must provide a current measurement precision of at least 0.02% FSR

Should provide a current measurement precision of at least 0.01% FSR

Must provide a current measurement accuracy of at least 0.5% FSR

Must provide a current measurement accuracy of at least 0.05% below 10 A

Should provide a current measurement accuracy of at least 0.1% FSR

Must provide a voltage measurement precision of at least 0.02% FSR    

Must provide a voltage measurement accuracy of at least 0.05% FSR

Should provide a voltage measurement accuracy of at least 0.02% FSR

Must have a temperature measurement precision of at least 0.1°C

Must have a temperature measurement accuracy of at least 2°C

Should have a temperature measurement accuracy of at least 1°C

Control accuracy

Must provide a current control accuracy of at least 5% FSR

Must provide a current control accuracy of at least 0.05% below 10 A

Should provide a current control accuracy of at least 0.1% FSR

Must provide a voltage control accuracy of at least 0.02% FSR

Must provide a power control accuracy of at least 1% FSR

Software and interfacing

Must include all hardware and software required to start using the instrument

Must have a good, clear, easy to use, and efficient graphic user interface (GUI)

Must have the software option to configure custom current profiles and power profiles that are at least 24 hours long

Must support stacking of at least 30 such profiles to run sequentially

Should be able to read measurement values and control the current setting programatically with a communication protocol (such as MODBUS, Ethernet I/P or CAN )

Notes

    1. For all requirements of precision and accuracy we define full scale range (FSR) to be the range calculated between zero and the maximum positive value

    2. All range, accuracy, am precision requirements are specified for the individual channels

Price

Price shall be submitted in SEK excluding VAT and include all related costs requested in this request for tender.

Agreement terms

The supplier must accept all agreement terms.

Tender submission

The tender must be received no later than 2022-06-20

The tender shall be valid until 2022-07-22

Evaluation of tenders

The most economically advantageous tender (i.e. an assessment of price, quality, service etc.) will be chosen.

Description of the criteria that will be assessed (in the prioritized order):

1. Quality of the GUI

2. Should be able to read measurement values and control the current setting programatically with a communication protocol (such as MODBUS, Ethernet I/P or CAN)

3. Should be able to provide a maximum charge and discharge current of at least 25 A

4. Should provide a current control accuracy of at least 0.1% FSR

5. Should of all measurement accuracy and precision 

6. Should be able to provide a total bidirectional power flow of at least 125 W (25 A @ 5V)

7. Should have a measurement acquisition frequency of at least 15 Hz

8. Price and Should include electrical impedance spectroscopy (EIS) on each channel

Confidentiality and the freedom of information principle

After the procurement has been terminated the principle of public access to official records applies. This means that all documents related to the procurement process become public and may be disclosed to anyone who requests access to them. Exceptions may only be made if there is any specific reason to believe that the Tenderer may suffer damage if the information is disclosed.
